Vsync from your graphic card's software
If you feel like you're playing underwater, that's the solution. The game should always run at vsync'd 60 FPS. No more, no less. Fighting game inputs don't work properly if you can't keep a set 60 FPS.
Laptops/Notebooks tend to have a very low performance in games. KoF2002um isn't exactly an old game, the steam version is actually a port from the XBox version.
Overall, notebooks are usually really really bad.
This game doesn't have anything like Dynamic Lightings, Dynamic Shadow or Dynamic Particles that you would usually turn it off to achieve performance increase.
Also, try turning off v-sync, double buffer and tripple buffer off as well. There's something else you can try, but im not sure it will look great:
If Im not mistaken all Ported versions of King Of Fighter on Steam(except kof13) runs at 30Fps, so your GPU usually has both v-sync on and runs at speeds greater than 60FPS by DEFAULT.
So here's the deal:
1 - Get MSI Afterburner installed on your laptop
2 - Start RivaTuner Statistics Server
3 - Set your Frame Limit to 30FPS
That way your GPU will work less, therefore giving off more performance. This also works for 60Fps games, you'll still get the performance increase, but you'll lose 30 frames of animation.
If this doesn't work, then there isn't much you can do.
Alukard, turn v-sync off, double-buffer and tripple buffer off as well - They're all v-sync technologies by the way, if you have one of then turned ON, v-sync will be active as well.
Thing is v-sync gives you huge input-delay, which is bad for games that requries reaction, timing and precision.
Animation looks MUCH SMOOTHER with v-sync on though. But it gives off huge input-delay. Anyways, you shouldn't notice much difference on 30Fps games though by having it ON, so just turn it off anyways.
And depending on your machine it can cause your game to get even lower FPS.
