What the @#$% is CW????????

Right in the characters movelist, there is a alias called 'CW' for Joe Higashi Slash Kick.

What the hell does it mean?

it means that you can cancel a move to do this move when you use LK+HP(it uses a special bar).try this: activate the cancel bar(LK+HP),start the punch seguence from Joe( lp,lp,lp..).and then do the Slash Kick(it will flash). before you ask SC is super cancel,you can cancel the move do a SDM

Nope.
W is Wire attack (sometimes called Critical Wire), attack will make opponent wall-bounce, like Yuri hcf+D.
CW is Counter Wire, attack will make opponent wall-bounce but only on counter hit.
