The Game is locked at 60 FPS

I know 60 fps is totally playable but i rather have less graphical fidelity and 120 hz it's easier for my eyes and feels better.

First my specs:
AMD 7 3700X roundabout 70 % usage
AMD RX 7900 XT roundabout 78 % usage
8 X 4 GB DDR4 2133 MHz

Graphic settings are all on high i tried with lower settings etc.

I can't get this game running any higher than 60 Fps. All the stupid things like setting the cap up or turning on full screen mode or Vsync on and off. Nothing works. My Amd software is still reporting exact 60 fps almost all the time sometimes it drops to 58 that's it.
I looked in the config file and increased the cap. There I am at the end of my abilities to fix this. Is there anything specific to this game, because I don't have that problem with any other game, that won't let me have higher frames than 60 ?
