Thanks for your question regarding the DLC to the Division 2.
DLCs are usually not free and need to be purchased separately to access in the main game.
They can come free for certain editions of the main game, like Gold, Ultimate or Collector's etc.
If you purchased the standard edition, you will not have access to the Warlords of New York Expansion DLCs.
It is however, often on sale and can be picked up for a very little extra.

If you have a standard edition purchased a while ago, you do not have this DLC - sorry.
Yes, there are specific achievements for the Warlords of New York expansion that you cannot unlock without the DLC.
