R5 1600 and RX 580 i had 90-100 ish and low 60-70 on High back in 2020-21 i know old times.
But now i can only go 60-70 and low as 40-50 depends where i am on high :)
Some games just tend to go ♥♥♥♥ as they update it seems normal this days.
There is Windows also to blame and some times the Devs as well.
Outside of that, just try a different driver version.
You can also try (but i doubt the problem comes from there or that it will solve it)
is to disable the artificial sofware vsync the game has (but tearing will appear after change).
go to your ...\Documents\My Games\Tom Clancy's The Division 2\
open "graphic settings.cfg" with notepad++
1st line should say something like
allowedTearing = 1 change it to allowedTearing = 0 (so change the 1 to 0).
forgot to add:
Try to change your power plan on your windows (NOT the graphic card)
from balanced or saving to max (but dont leave it at max if it solves your problem, as that is another matter.)
I have 4k and have similar thing but in vegetation area the fan pull in maximum.
I see the fan increase on main menu too. What 4090 you have? i have rog one but the tuf one not have this problem.
Is still happens? Weird. On me happens only in certain area now like the helicopter on countdown.
In the 4090 tuf with same directx not have this issue.
