I'm sorry to hear that you can no longer launch the game.
Is the game installed on the same drive as Ubisoft Connect/Steam?
Do you receive any error messages when you launch the game?

What I did was...
I uninstall the game again through steam, then after, i uninstalled ubisoft connect and manually uninstalled Easyanticheat program that was still in "C:\Program Files (x86)\EasyAntiCheat" folder. I run the EasyAntiCheat.exe program that was inside that folder and chose to uninstall and after I deleted the "EasyAntiCheat" folder.
Next I went to "C:\Users\InsertYourUsernameHere\Documents\My Games" and deleted the folder "Tom Clancy's The Division 2". I deleted the folder "Ubisoft" from "C:\Program Files (x86)".
After the cleanup I reinstalled Ubisoft Connect again in my ssd system drive (C:) and reinstalled The division 2 through steam again but this time I chose a different disk drive.
The game launched normally after.
I hope it might help someone with the same problem.

No, Ubisoft connect and Steam were/are installed in my ssd system drive (C:) and the game was/are installed in a different ssd drive.
I didn't get any error message when the game refused to launch... the "Tom Clancy's The Divison 2" windows process just vanished from task manager a few seconds (like 30 seconds) after Easy anti cheat window closed and the game never launched after that.
