I have TD2 on xbox, can I transfer my progress to PC?

Some of the PVE servers will be merging as well as a couple of the PVP servers. SEA has tremendous lag. As far as I know there is an open window to transfer characters between various servers.
because there not cross play 4 pc and xbox

Perhaps you're getting confused by the boost offered by the Warlords of New York Expansion. That is only to instantly set your Agent to Level 30 so you can enter New York to play the campaign there to reach the new Level cap of 40.

is there a way to bring over save progression from console to pc
i have so much money an time invested in my division 2 on console, but just 2 yrs ago started up on pc gaming an rebought most of my games on pc, love the chnage an dont plan on going back to console but it really sucks i cant just get all my stuff back an have a cross save implemented so u can have both on console an pc

Nope, there is no cross save functionality or workaround between console and PC unfortunately.

nah im just an idiot, was reading ppls posts seeing that their characters transferred to steam, but didn't know it was from ubi and not consoles

There was no transfer, it was just your Steam account accessing your ubisoft launcher. So there is no dedicated Steam client.

it's why I never purchased it on Steam, as I wanted to start fresh, but meh!
