Well no i meant like, buying it on my account and then using the CD key for someone else. So that way i own the game on steam :D
Nope, they don't. Most games don't allow that lol. Otherwise you could just resell the key and buy another version and so on.... although I could be wrong.

Keys are not issued when making a purchase.
Rather the game is immediately digitally bound to your account.
Due to this, unless you actively gift the game via Steam, no one else would be able to access your copy.
