Just thought I'd share the tip due to it being easily misconstrued as a performance issue rather than a simple input issue. Though I'm not sure all peripheral software supports changing the polling rate.
Would be nice to have a fix though.

Division 2: Solution to unresponsive mouse problem (stuttering mouse). 100% FUNCTIONAL
1. From the Razer Synapse (or similar) program, in the "performance mouse" lower the sensitivity stages to 250.
2. Uncheck "Enable overlay in compatible games" from Ubisoft.
3. If necessary do a reboot of the router.
4. If necessary restart the PC, to refresh the memory and all processes.
5. Also, after launching the game, do alt-tab to return to the desktop, open the Task Manager, select the details section, look for the file Easyanticheat.exe, right-click on it and choose "Set affinity." In the menu that opens, unmark all processors and mark only one. Click ok, close Task manager, returning to the game.
Up to step 2 the operations need to be done only once, and will remain stored. Steps 3, 4 and 5 are optional. Activate them only if necessary.
Having done these operations, the mouse will no longer give any problems and you can fully enjoy the game.
