Not automatically, and I do not recommend boosting your first agent. Play through the story, learn the systems and get accustomed to the world. If you boost it auto completes the entire base game and you miss out on so much. Second agent and beyond? Boost away. You're gonna need it.

Thanks for reaching out.

As noted by Cpt.Grok - it isn't just a Level Boost, rather it will start you in the Warlords of New York campaign, skipping the base game story.

If you're new to The Division 2, I'd also advise playing though the story normally first then using the boost for any additional characters.
