Legacy Manhunt Capitol Hill not unlocking

Hi, so Ive been playing on an off for the past year, but recently made lv 40+ unlocking all the manhunt stuff, and I'm fairly stumped what to do now.

I've done Roosevelt Island, killing Jupiter, but Capitol Hill, which cites the aforementioned as a requirement to unlock, won't unlock. All the other content is fairly hard still, and I'm trying to get some gear, but... well, I've got no clue and when asked on Discord, nobody was willing to explain stuff.

Halp? I wanna progress, but everything thats open is too hard, and the gear I want drops in Capitol Hill.

Not even the Ubisoft Support is replying, so I guess we're on our own.

Getting to lvl 40 does unlock endgame content but to unlock past manhunts you needed to lvl up your seasons track. But they forgot to add them in this season. For example- in past seasons it would unlock a old manhunt every 15 season lvls or so. The only work around until a new season track with them added in would be to have a friend or clansmen that completed the hunt or unlocked the track in the past to start the boss mission ans have you join group then. Just like if your running Tidal Basin and a member hasn't did all his invaded yet, they have to join group after it's started to bypass the requirement.

Man that explains so much. No wonder none of the legacy manhunts are progressing for me.
