Have you completed the mission already in Story Mode?
As this is required to unlock the other Difficulty options to replay it.

I have played it solo both times.
I have logged out and logged back in.
I am unable to change the difficulty on the missions still.

I can confirm that the issue has been reported to the devs and it is currently under investigation.

I've completed this mission in story mode twice. Both solo and still no change.
