Rebuilding Castle settlement still possible?

I heard it was an endgame thing with a past season. Is this still a thing to do with the current season or will it automatically get rebuilt once I hit NY/level 40 cause I haven't played any of the past seasons?

It will restore automatically, and there will be a quest to find Wally (I think that's her name, I don't remember exactly). "Wally" will be standing in the Castle at the very edge, not far from the merchant (left edge, if you enter from the White House).
