If you come across any post that fixes this issue please let me know as well. EVERY SINGLE TIME I try to go to fullscreen the game just hangs permanently like a soft crash. Doesn't matter if I try DX11 or DX12. Game just will NOT ♥♥♥♥♥♥♥ start in fullscreen.
C:\Users\xxxxl\Documents\My Games\Tom Clancy's The Division 2\stage.cfg

^ where xxxx is your user name for your pc.

edit graphics json like so:

graphics = {
altEnterToExclusiveMode = true,
dx12 = true,
fullscreenSettings = {
fullscreen = true,
height = 2160,
maximized = true,
refresh-rate-denominator = 1,
refresh-rate-numerator = 60,
width = 3840,
x-pos = 0,
y-pos = 0,
}

you dont have to copy and paste this (this is my settings for a 4k gaming rig), just edit the parts you need like height and width, and fullscreen= true. Save file then set file (stage.cfg) to read only. PLay game.

Keep in mind, if you dont set file to read only, it will have the access to re-write the file.

This seemed to work! But, I did have to make a small edit, and this may work for people when this doesn't. "altEnterToExclusiveMode=true" had to be false for me, the rest (fullscreen and maximized) is true and the game finally opens in fullscreen.
Cheers, I am glad that worked for you!
