Perhaps, at this stage of your game, you are too weak for the difficulty you have chosen. Try lowering the difficulty until you improve your gear and/or assemble stronger builds.
> On my own. I have 3 main builds. "Yolo Rush" DD 5/1 or 6/0 red depending on the situation, Semi-tank and Full-tank with armor regen. And in none of them do I have problems with opponents regardless of the game difficulty.

Also. To disable directives, try:
1. Do what I said in the message from the link.
2. Exit to the main menu.
3. Enter the game and do nothing.
4. Open the map and go to "Global options".
5. Disable directives.
6. Exit to the main menu again.
7. Return to the world.
I'm not sure if this will work, but it helped me once in a similar situation.
Essentially, players output less damage, have less armor and AI damage output has been increased.
For me I like this change because the game was far too easy to be enjoyable or fun.
But, you may have to consider your build, level you're using compared to the difficulty your are playing on. Just because you have gold gear, doesn't mean you will survive on X difficulty.
but how much harder it is and if you can negate or really feel these effects in a hard way depends on your skill level, equipment state and which part of division 2 you are currently playing. pve or pvp game, solo or multiplayer content, dungeons or open world "adventures", leveling or maxlev fun etc
some examples are ...
mobs use "better" programming or perhaps ki. you can see that their behaviour has changed. when you are playing world pve. they evade you and touch - seen as a side effect- more other mob spots /event by moving far away. their evading range has increased- this is a fundamental change.
and as cumulitive effect if you are using this season modifiers the mobs moving faster. this means they evade faster, take cover faster behind obstacles or on the other side rush on you faster or flanking you faster.
the negative effect of outflanking you happens much more faster than before depending on your kind of play and acts cumulative.. as example if you playing solo with a shield and slower movement therefore the mobs are flanking you out this way by much more way than ever- and then you are easy dead. your behavior has to be changed before encounter therefore. in preparation or/and attention and "tactical" play. perhaps different range of contact. different build. better equipement. it depends on your possiibilities and playing skill. etc
all hostile npcs get now an automatic heal effect if modifiers are activated. worse is that the heal system for npcs seems to be bugged or at least outranging you sometimes by offering stackable/increasing heals too. sometimes if the npc take damage he gets absurd amounts of healing. heal which more and more increase the longer he stands. every damage you inflict seems to increase his heal if you not knock him out. in this way he develops so much heal during longer fights that the killing is not more possible for some builds. this happens not always. in fact it happens seldom. but it happens. nature of the matter is that better players seldom experience this. they kill the mobs fast...
the modifier system heals all hostile npc automatic if they take damage. this is a npc buffing in comparison to the state of play before actual season-
today you can have up to six hostile npcs in one spot at first encounter and later. in comparison to four hostiles earlier..."50%" more firepower or 3 instead of 2 rushing mobs towards you. etc see outflanking too. more mobs and faster mobs....
and bugs like a getting wild /out of control directives system is not improving the game. if you get in trouble with the directives. shut them off or relog on main screen and then go back in the game if possible. 2 directives are broken. the material directice for example switches to on sometimes. lol. how bad in dungeons. this is not the only problem with this directive.
and now the best: the whole is greater than the sum of its parts. i.g. more encounters in open world events and faster movement is not only an addition in the parts. it expresses exponential growth.
this season modifier system increases not only your content, stats and possibilites. it increases the ncps stats and their possibilities too. this offers more supsense. especially for multiplayer, groups and friends and good players with good equipent.
there is a breaking point behind the actual modifiier system on the downside. it happens when your benefits change to disadventages. and the breaking point ist much closer to you if you are playing solo with bad equipement few experience etc
in some way it´s a shame . the actual modifiers system supports the better, experienced, equipped and multiplayers. this is good. but it hinders other. this is not so nice-.
disable modifiers. in some way this will solve some difficulty issues.
if you think it´s to hard. find friends. take it as a little challenge. progress in game. and remember: divison 2 is still not elden ring. ^^
I play on Challenge with Hardcore characters (and with at least 3 directives activated), and very seldom die. Are you PC? I would be wiling to play with you, I'm on a lot and would be willing to see your play style and build.
