Follow the Microsoft support guide link above, but instead of turning the optimization window option on, turn it off.
Follow these exact steps:
1. Enter Windowed Full-Screen Mode in the video options
2. Return -completely- to the main menu and re-enter the video options
3. Disable HDR (unless you want it) as it tends to get turned on by default
4. If you disabled HDR. Return -completely- to the main menu and re-enter the video options
5. Enable Fullscreen mode in the video options
I do this to disable broken HDR tone mapping and enable fullscreen mode when the game elects to start in windowed mode.
NOTE: Windowed Fullscreen mode can work but remember there is no image scaling. If you have the GPU horsepower and don't care about the increased energy cost then you can run in Windowed Fullscreen mode instead of Fullscreen mode. In Fullscreen mode you can lower your game resolution for better performance or save on power.
In 99% of cases I turn off this mode - the games behave inappropriately. Only before launching CS do I activate this mode, since I have a custom resolution.
And there is no need to torture the Windows system and dance with a tambourine. 😊
For me, it happens if I interact with another app while the Ubisoft launcher or Easy Anti-Cheat apps are starting for TD2. If I do that then I have to fix the windowing mode in the game using the steps above. It is not a consistent issue for me. I just have some steps to take when I trigger it happening.
Most of the time I have no issues at all, given I know to sit until the main menu of TD2 is on screen.

You might be referring to what I said about "image scaling" with regard to the Windowed Full-screen mode of TD2. I was being quick. What I really meant is that resolution is set to the maximum allowed for your display in Windowed Full-screen Mode. If your max allowed resolution is 4K the game will run in 4K rather than in 1440p as you cannot pick a screen resolution in the Windowed Full-screen mode in the game. Using 1440p would allow the game to run at a higher frame rate at a lower power cost. If you are using 1440p on a 4K display the image must be scaled or there would be a black box around the game running in the center of the screen. If windows did not allow my PC HW to scale the output image I am certain my display would scale the final output image anyway with a lower quality image scaler. I prefer FSR over the bi-linear or integer scaling my display can provide so I would not want image scaling disabled in the driver.

Here is exactly what I am doing for TD2:
CPU: 7800X3D
GPU: 7900XTX
Driver:
1. Radeon Super Resolution at the Quality Setting - to scale from 1440p to 4K
2. AFMF2 - to frame gen from 60FPS to 120FPS. Wish frame gen was native to the game.
3. Radeon Chill - Min: 60 and Max:60 - locks the FPS to 60 without the stutter of the in-game frame limiter in TD2
4. VSYNC - eliminate screen tearing.
RESULT: I play TD2 at 4K 120 FPS on Ultra Quality Settings at 250 watts MAX (much less on average) versus a consistent 400 watts if I ran at Native 4K.
Not suggesting anyone use this setup, instead, explaining why enabled image scaling is pretty essential for me, personally. Use what works for you.
4090 handles that no sweat...besides the watts it will put out :-)
