Missing comm "Captain Lewis: Taken" from Manhunt Price of Power

Hi,
finished manhunt with 19/21 comms and didn't mind. But now i thought why not complete them and did a rerun of the final mission. The named boss carrying the key to free Captain Lewis dropped key nr. 20. But afterwards there was no way of obtaining the missing nr. 21. I finished the final mission 4 more times - nothing. I ran Jefferson Trade Center 2 times also with no effect.
Do i have to run the powerplant 10 times? is it just a question of luck? How do i get that final comm?
