you still need uplay like before steam just shortcut to game starting in uplay
This Answer is based on PC Progress, not Console. Division 2 does not have Cross-Platform Saves. Wish they did.

The answer is Yes. Even though you buy Division 2 on Steam, you will still have to log into the Ubisoft App. In the Steam store under this Title, it tells you that is it requires 3rd party access meaning the Ubisoft app. All game save progress is saved through the Ubisoft app, I know this personally because I was an Ubisoft+ subscriber, but realized that I only really play Division 2 consistently, so I switched to steam. All my progress carried over.
What Rai said. I just picked up Div2 on Steam with the recent sale. I have 1700 hours played on Ubisoft. As soon as Steam install finished, I got ALL of my achievements from Ubi all at once, one right after another. Play time does not transfer over though. Loaded into the game on Steam and it was absolutely identical to p[laying on Ubi. Painless process. I even copied over the install directory from Ubi to Steam so I didnt have to download again and it worked fine.
