I don't think there is a reason to keep the modifiers turned on outside of extra challenge. You don't gain anything for it.
Rather have that turned off and the difficulty set to challenging with some directives turned on for extra XP instead of using the modifiers.
Requital (damage reflection) is a bad modifier, but tolerable. But Master of None (shock ammo) without status effect cooldowns ...

If you buy a car for instance you don't expect dealers to repaint it every time you bring it in for service or inspections. As for the inclusive nonsense, apply that to the workplace where possible. Would be better to create games that are neutral, thus include everyone.
