Starting a new character?
I created a new character this week, boosted to level 30, hit level 40, unlocked the watch. I hit SHD level 9 before logging off. Next time I logged on, the level of my old character carried over to my new character. My previous character is SHD 5.7k, my new character not only is SHD 5.7k, but I also have 5.7k worth of watch upgrades to use, thought it was a bug and was told this is intentional and not a bug.

is there any way to start a new character that doesn't carry over my SHD level and progression from my old main character that doesn't consist of a hardcore agent?

You are burned out in this game.
Your solution is to create a new character in the EXAKT same game

All character can work togheder with same shd level. Specially if you buyng blueprints on whitehouse for it.

SHD level is kind of Legacy levels (like champion system in the ESO)
The only way to not have it is to create HC charater or buy another account
or
just do not invest any points in the SHD at your new character until you decide to invest them

Damn. This is kinda disappointing not gonna lie.

I had a friend just get back into the game and I wanted to start a fresh grind so there wasn't such a large gap in level, expertise, gear etc between us. Wish there was at least an option to opt out of the cross progression of SHD levels between characters.

(I own The Division 2 on Steam, but never linked it to Uplay. I considered starting a new Uplay account, but I just don't want to lose the cosmetics I have collected over the years. )

If you start character from level 1 you won't have watch until 40, so you can be on same "level" as your friend. And at level 40 you could just make some random trash build.

He did have an older character that was level 98 that he actually deleted a few weeks ago, so it's still wild that his new character adopted the level of his older character that doesn't even exist. So on our new characters he is level ~120 now and I am 5.8k.

It's been quite some time since he played the game last and considering the level gap on my character, we each wanted to start new characters to start from scratch. Seems like a poor game design choice to not allow players to now create a new character that is actually a new character.

Is normal i deleted and remake the character 20 times. All veterans doing this.

But not for reset but for have more resources. For this reason not all like reset seasonal wipes.
