Need explain with upgrading gear

So, all my gear is proficient, but only weapons, backpack (Ninja) and improvised kneepad i can upgrade (currently at +10). Rest gear dont even show in expertise tab so I cannot upgrade these gears. Why?

Are you looking the appropriate menus? High-end and set items have their own menu, with the icon of their manufacturer.

Keep going down into the gear sets. Below the named pieces like gloves backpacks there are two more sets of gear listings to choose from. Like Yellow gear such as Belstone or green gear like Hotshot.

A related question: once you upgraded something to lvl 1 the upgrade button is grayed out.
So I guess I have to lvl the items proficency further but there is no progress bar, how do I know when its rdy for the next upgrade?
Or is this not how it works?
