Story progression stuck at Camp White Oak

Does anyone have an idea why my story progression is stuck? It says I need to finish Camp White Oak on story difficulty but that difficulty is not available. The lowest difficulty I can play the mission is Normal. I've replayed it three times already but can't progress through.
Some of my older missions have become red on the map again. Do I need to replay them first?

i am not sure but check your world setting first, I think thats what you are looking for, other than that when you get to mission area, just before entering change the settings.
