Vendor purchase issue

I just purchased 20 firefly vac pacs from the vendor and they are not in my inventory. Money is gone but no gear mods. Am I missing something or is this a bug?

Recently they've added some stupid feature where game auto dismantles new skill mods if you already own one with higher attribute value. And there is no toggle or w/e.
