Snitch never spawning again?

I've met him once early in my playthrough but he never showed up ever again afterwards at any spot after checking for 6h in a row

Is there some hidden requirements or something? Like map section marked as ally

He is still there, I happened upon him last week.

I run into him almost every day, so he is still spawning. The places where he can spawn are rather prolific in number though.

You may know of these already, but just in case, here are two resources to find him.

Yes he's around but respawns in a different location every reset. Hunting just to find him has never really panned out for me just like hunting for the open world Hunter best to just play and stumble across him.

I find him all the time when I fast travel to that spot where you need the Year One Pass or whatever it's called just north of the White House, then go a short ways west and then north through the alley.
