Report a translation problem
At level 40:
Red Core Attribute: +15% weapon damage.
Blue Core Attribute: +170K Armor
Yellow Core Attribute: +1 Skill tier.
Most of those are pretty self explanatory, except for skill tier. If you look at your skills, by this I mean going into where you select each type of skill (assault turret, striker drone, etc). There is a list for what that skill gets from each skill tier if you scroll down the description of the skill.
Hopefully that helps.
For example:
Skill Damage (Yellow) makes your skills do more damage.
Critical Hit Chance (Red): Increases the chance your weapons (not skills) have to critically hit.
Skill Haste (Yellow): Makes your skills recharge quicker.
I'm not going to go over them all here, there are a lot of them. Open your inventory in game and hit "M" to open your statistics page, a general description of the attributes you have equipped will be presented there.
A google search for each specific attribute will quickly show some rather exhaustive articles on the subject.
Another source of information is also available in your inventory, the last tab of your inventory is listed as tutorials. There is some information there, though it is not exhaustive.
Any further depth on the topic you'll have to search for yourself, as I'm unwilling to write an essay about Division 2's attributes :)
