No skipping, i did that mistake with the lvl 30 boost, then made a second character, just play original and complete main, then NYC.

What the game doesn't tell you is that once you start warlords and you're in NYC, you cannot return to Washington DC until you finish it all.

It's weird that they keep trying to make you go to NYC every time you return to the White House. They make you feel like you're missing out on something by not going ASAP.
