No point in double dipping since you must sync it with your Ubisoft Account that already owns it.
Cos the expansion is currently 13 aussie dollarydoos on steam but 45 on ubisoft.
You would have to re-buy. Even if you buy the game on Steam, the game still launches through Uplay. Only real reason to buy the game again is to support it.
I bought the game on Steam when it released on Steam just to support the dev team at the time, but never actually installed on Steam. I still play on Uplay
If you did buy it on Steam, it launches through Uplay and all of your progression still carries over. Not too sure how the DLC works. I.e if you own the DLC on Uplay, but only buy the base game on Steam.

That's not the question OP is asking, if it were even OP knew the answer for it already.
OP is asking if its possible to transfer the ownership of Division 2 on Steam since they already have it on Uplay.
