World Tier is the base game's endgame levels. Your SHD level is now your endgame level for the DLC.
You may want to start looking into builds and how to farm gear for them so that you can gradually increase the world difficulty, for better quality loot.
If you completed the main story, NYC or not, then there are marked missions in red that need to be completed. When finished, your World Tier will increase by 1 and you'll keep doing that until you finish the Capitol Building and Tidal Basin and you should then be at World Tier 5.
Since you're 30+ coming back from NYC it's going to look weird. You technically did stuff out of order.
