Bleed vs Fire?
What is the best damage over time ability thing? Is bleed better or is fire better? or is there another one that is better?

I'm pretty sure you'd get different results for this depending on the individual's preference since there's a ton of build combinations you can do. It's something you should experiment with until you find one that fits you.

Back on topic, for me, I loved the Ridgeway's Pride + 4 piece Hunter's Fury and sadistic SMG (then)/dark winter (now) primary weapon 'bleed' build with the Stinger Hive skill.

Nowadays, I'm favoring the 4 piece Heartbreaker, flatline AR with the Gunner Banshee Pulse exclusive skill while still reverting to the bleed build from time to time.

There's also a fire build that I like using at times, Vile + 4 piece Eclipse Protocol, Pyromaniac AR with the Burn Sticky Bomb and Fire Starter Chem Launcher skills. This build is a bit squishy though so for me, while I like both, Bleed would be my go to build between the 2.

Fire causes enemys to stagger and stop shooting and last longer right? Does bleed have its own perks such as maybe doing damage to health and shield or some other effect I cant see.
bleed doesn't really do anything but do as most Status Effects. But fire, foam and shock are mostly good. there's also poison but you can only get that from environmental canisters or if you use scorpio.

Fire does cause enemies to run around and stop shooting but elites (yellow bar enemies) will just jump back into cover after a bit, if the effect is over but there's still fire overtime, it ticks back and the cycle goes back into place. for example. If i see a true son grenade thrower and they're about to throw a nade, i can cancel their quick animation by shooting at them and they'll get disorient and burn. I have a chance to shoot them very quickly. If i don't, the fire either kills them or the fire ticks back on them. So they run around a lot and can be finished off before they go back into cover.

Is bleed damage effected by headshot damage and status effect?

Fire disorientates, so I usually gravitate towards burn rather than bleed where available.

Fire is arguably the better status effect. I run an eclipse status build a bunch of the time and fire does more damage, lasts longer (especially with airburst seeker mine) and causes the enemy to stop shooting me for at least part of the time (Elites sometimes ignore the fact they're on fire).

There are talents that work with fire as well as bleed. Pyromaniac assault rifle with Perfectly Ignited is what I use in my off weapon slot (Scorpio in primary). Perfect Sadist (the bleed version of Ignited) is only on pistol and LMG's and I'm not a fan of LMG's; if you are, this may be a reason to go with bleed.

Now for bleed's benefits. It's on the explosive seeker mine, which is unarguably easier to use than the airbust seeker mine; also on the artillery turret if you like using that. If you pair it with Ridgway's Exotic chest piece you can get some very nice healing from bleeding enemies. If you use the ongoing directive gear set, you can use the backpack talent that gives all your bleed +50% damage and +100% duration, which is very nice.

Still, I find fire to be much more effective even when judged against those benefits.

All in all though, it comes down to which you enjoy using more. No matter how effective a skill/gear combo is, if you are bored or annoyed using it, then it's not worth it.
