Wraith mask (hunter not spawning)

I watched numerous videos on how to salute to the wall, flag, frogs in the pool (last one is a joke, tbh) and spent for about 15 (13 actually) nights saluting on every inch of ground in front of the damn pool starting from 21:00 till 5:00 in-game. Shooting the lights, not shooting the lights, joining sessions of people who did not kill him yet and those who already did. The ♥♥♥♥♥♥♥ hunter with the ♥♥♥♥♥♥♥ key simply refuses to spawn. Anyone else having this issue? Is it a bug or what?

UPD: Aaaand, 14th time is the charm, yes? This time I turned off the SHD event and directives. Stood in front of the flagpole at 21:07 and saluted (without breaking the light shining on the wall).

P.S. Dunno what was the cause of interference: the SHD Exposed event or the directives (you can keep the heroic difficulty on. Otherwise where's the challenge?)

May have been the GE in your case, but I helped dozens get their masks and that one will never spawn while in group. I would always have them active him and load in afterwards

That one was a big mess for my self to.....
After 21:00 should spawn but here is the problem until 6:00 i did keep salute the flag and everything no spawn
Next move was disable all directives and set the game to normal log out log back in and day time after 10:00 did spawn....
Btw you dont need to shot lights
It was a weird experience to spawn him

I've tried multiple times both day and night and it will not spawn. I have tried all the options listed above shy of resetting to normal. I will try that next, but if anyone has found a reliable way to pop him please let me know.

I really dont understand it.
Every hunter riddle where a emote is needed wont work. This one too .. :/
