Without the Warlords of New York DLC, you're capped at level 30 in DC and basically have very little to do at 'endgame'. The DLC brings you to 40 and allows you access to everything that people are actually doing at endgame these days.
Just don't activate the level boost and tool around in DC for 30 levels and ignore the person repeatedly telling you how desperate the New York situation is every time you drop by to upgrade your skills. Then after completing DC you can go to NY and go nuts.
The Ultimate has the Year 1 pass that contains a handful of special assignment missions (on at level 10, the others at 30 I think) which were what they were planning on being the add-on content before abandoning it for WONY. Some gear and some trinkets. For the tiny amount extra it's just nice to complete the pack so you don't find any DLC paywalls later on.
It also has some skins and such but whatevs.
The Version for 9€ is already Main game + Warlolds DLC
But theres also an ultimate version for 12€ with some extra stuff (like 8 exclusive Classified assignments missions) but dont know if its actually worth it
It's the 8 missions that's really what you're paying for. They've got some reasonable loot for the sub 30 range and you can get some collectables and such. But really you've paying so when the game tells you to go check them out you're not presented with a "BUY THE YEAR ONE PASS" screen.
