Assuming you are wondering about the state of the castle reconstruction: that is an ongoing process that will finish with the currurent manhunt season.

I've been wondering too, also about the vendor. It has no items in my game (like what happens when Campus or the Theater gets blockaded).
I've watched Youtube videos where it does have items, so it is possible, I just have no idea what I need to do.

I am fairly certain the Castle re-build take place throughout Year 5 and we will not be able to do it all in one season.

I kind of hope not; there are so many unifnished things that if all of them just magically get finished in one go, it'll seem a little odd.

Anyway, somehow the Castle vendor has items today. No idea what I did to make that happen (maybe one of the older manhunt missions unlocked it?).

Yeah. No that's what I mean. The re-build of castle isn't done all in one season, but over the course of each season in year 5.
