what expertise level (improve equipment) can you reach at level 30?

?? A division 2 character can level up to level 30. With new york campaign. Max becomes level 40. Expertise is level 20 max per item. Only for yellow (high quality, green, or red items)

I mean up to what level you can improve your gear (with resources)

I'd be very reluctant to upgrade a level 30 weapon, you will lose the upgrade if you ever do Warlords of New York. Thing is, there is much more content available when you do get WONY
