I just hit level 1000 today and the Scorpio never dropped since i started playing it.
Obviously i tried to utilize targeted loot, hero and legendary missions, summit boss farms, multiple raids, 50 exo caches bought from countdown vendor, open world target drops farm, even creating new character didnt help to receive this weapon.
What did I do wrong? Do i need more than 400hrs actual playtime?

Ouch... You should have had one drop by now. The only thing I can think of is grouping each day where shotguns are the targeted item. it gives you four chances a mission if they all have one already. Do this each day you can is my only thought.

i probably spent like 30 hours grinding for it in countdown. i got tons of sweet dreams to drop but the scorpio just wouldnt, then i didnt get any exotic drops for days. eventually it dropped tho and now that im not looking for it ive gotten quite a few from caches. its all random, just keep grinding for it and it will drop eventually.

Got 3 through Summit in less than a week with a full group. Not randoms but 2 friends and a clan mate so no risk of someone snatching what I was looking for

guess the game is intensely trolling me, i play alot, various modes, very obvious that something is very wrong.
I only became aware of the problem when I didn't get any more world drops for 2 weeks.

I don't know the technical details of your unique gaming environment, and not trying to make u feel more frustrated, but I started a third character weeks ago and opened a CP cache right after getting to world tier 4, Merciless was inside. Not everyone's favorite rifle for a number of reasons, but one of mine especially with a Striker build and braced chest. I was kinda surprised.

Anyways the game is super RNG, just keep trying stuff like Summit, raids, open world as others mentioned, maybe even joining a clan - more ppl u trust = better loot. And when you're not looking for something that's usually when it drops.

guess the only way to get it are teammates, anything else doesnt work and i am tilted to keep trying it. i got merciless but level 1 i opened it at the beginning. such a weird feeling using that gun.

Strange. I have drop like 20 times and im level 600. You have tryed so many times on countdown challenge difficulty minimum? With loot shotgun choose.

best way is heroic on targeted loot area with shotguns cp4 is best with full group so they can share if they got it will get it in no time
