Exotic weapons question on new character

Came back to the game cuz of friend that bought it. Created new character so i wouldnt be in advantage or something but then i found out i had exotic weapons in my mail. Tried to use them, but for some reason i cant equip it. There doesnt seem to be any text regarding why not. Not even any lvl restriction. So what the hell is the problem?

I don't think I've ever seen any exotic gear/weapon below level 30. Might be why, not entirely sure though.

I just started playing, and from the Steam pack I bought it gave me some exotic rifle that's lvl 1. I've been able to equip it, though absolutely no idea why you can't. Hope you can figure it out, it did well for getting a few levels

Damn.. what is it like anyway if i play on my max lvl account with friend who just started playing? Do i have some advantage/disadvantage? Or its gonna scale with my lvl meaning whoever i shoot is gonna have health of lvl 40 enemy?

There's a Deluxe Pack that gave both the Lullaby and Ruthless in level 1 state, along with their blueprints.

I'm doing this right now with my friend who just started out in the game whereas my Agent is Level 40, SHD 1325, having completed all Seasons and content.

What you need to do is join on your friend. You will play Story mode for the campaign together first so your friend can reach Level 30, World Tier 5. Next you will move on to New York City for its Story mode campaign so they hit the Level 40 cap (if they have Warlords of New York Expansion).

Enemies will be scaled to your Level. Right now my friend is already Level 22 and enemies are Level 38 for us. I will be honest, you will be one-shotting most of them, including some of the Elites and Named. They're going to be easy for you but will just as easily down your friend -- but this is the best way. This ensures your friend gets full progression and sees the mission objectives, cutscenes, Intel, upgrades, etc. -- whereas you've already done all of that.
