Will never happen, dont hold your breath. The game literally needs the online connection to function.
Players have been asking for a offline mode for this and Division 1 for years, they always said its not possible, period.

Could it be possible to set it up as a Peer 2 Peer server instead of dedicated servers in case of an end of life cycle for this game?

hm... i still want some way to run the server in my own pc, like minecraft... but offline it's better.
