Talk to Quartermaster bug
I'm at the very beginning of the game and it wants me to talk to The Quartermaster to acquire a new skill. But I already spent my skill point and have a skill.

I am at a loss as to what to do right now to advance since I can't do anything at the White House or leave.

It's at the very beginning of the game when you get to the White House HQ and talk to the commander. Then it wants you to go downstairs to "Unlock a Skill" or some such with the Quartermaster. Your very first skill.

I can take screenshot later but don't have this game currently open.

Since it's the beginning of the game I would start a new game.

Yeah. I was thinking of starting a new game entirely to just try to bypass it. Hopefully, it doesn't bug again.
Edit: It didn't work. I got DC'd when I got out into the city and when I logged back in, I wasn't able to buy a skill, then leave. Even after buying a skill, it still says "Talk to the Quartermaster" and I can't leave the White House safe area.
