LoL. I'm sorry, but this is pretty funny.
"In the process of trying to fix the problem with updating the game, we broke the system we use for updating the game. So now we have to fix the system that updates the game so we can fix the update for the game."
or something like that

Dear Agents,
Last week, we shared news that the season would be delayed due to a localization issue. This past Saturday, in the process of creating the update which would resolve the issue, we encountered an error that brought down the build generation system for The Division 2. As a result, we cannot update the game until this system has been rebuilt.
In the past, when a Season was delayed, we extended the previous Season’s activities. Unfortunately, this is not possible in the current situation, as we are unable to make server or client side updates until the build generation system is restored.
We are working to resolve the situation as quickly as possible. We have made good progress over the last 96 hours and have been able to restore critical aspects of the system and will share the timeline for resolution when available.
We deeply appreciate your understanding and patience and will share our in-game compensation plan details soon.
Our next update will be provided tomorrow.
With a game, just a game, which is complete before being shipped to be sold that is not as likely to happen. Why? Because everything the game has has being already built so the chances for incompatibility issues are reduced to a minimum.
Games as a live service also demand several running servers (depending on the title's success, of course) which must be running permanently and be available for different client-side connections and transactions. It is no surprise that conflicts happen and pile onto each other. Updating game-content is not enough since the game being "enlarged" is running on the same source-code it was running on the release date.
This model is not healthy nor sustainable neither for devs and gamers but it seems to be extremely lucrative for the ones in the high levels of corpos.

They give the project to smaller studio (Ubisoft Bucharest) thats not even familiar with the game engine, so they learning and updating at same time.
not surprised they breaks tons of stuffs in-game. even the battlepass skin is all glossy
Ubi Bucharest? Eh..no wonder why the game crashing like this for over a year then. Switched to internal team to cut down "costs". S1-4, played like 2k hours without a single crash. S4+, crash after crash after crash.
i had no idea thats what happened . explains a lot.
