General Difficulty

I've read a few posts, that you can change world difficulty if you have the dlc (I hope not the ultimate edition) by scrolling over White House, but I can't even see this option. Can someone explain how to do it?

If you open your map, you should see an option called "Global settings"

On the map screen you should be able to hit Z to open the global settings and there you can change difficulty along with adding additional modifiers to boost xp and targeted loot drops.

You can definitely do this post WoNY but anything prior to that, it's been too long for me to give you a 100% positive answer.

You can't change difficulty until you've basically beaten the game. You do all the story missions and unlock "world tier 1" and the number goes up and up. I think world tier 5 is when you can change the difficulty. (It's really unfortunate tbh I wish you could change it sooner.)

you dont need waste time on world tiers thats old thing it was before dlc now you need get lvl 30 and done story then moove to dlc and get lvl 40

You can only change world tier at level 30/40. That is the only way to change difficulty in world. If you have not reached those levels, you aren't there yet, and don't need to worry about it.
