If you want the full story, then I would go through the World Tiers as normal for sure. You also get a quick "tutorial" on most of the things Black Tusk will throw at you. You can always do these missions as they crop up in different regions on a weekly basis after completing WoNY as well if you prefer to start getting meaningful drops.
Unfortunately if you skip that content, you will not be able to do that story line in DC, as it will be automatically completed for you. So you can replay those missions for example.
Imho they should get rid of all this gear score and world tier nonsense. Its a totally confusing game mechanic which gets obsolete soon after without ever resurfacing.
My advice would be to play your first character to level 30 to see all the story and then switch to WoNY and continue there to level 40. For all subsequent chars I started on level 30 with WoNY.
