To be honest, for the first game (yes I plan to keep making IA 2,3,..) I did not plan a deep navy mechanism. Currently, ships are necessary to sail but they are generated automatically at the docks (given the player enough ships in the "warehouse") when units sail into the sea. And if the units disembark at any shore, the ship waits for someone to take it and sail. So you might have to leave a unit by the beach incase another player try to steal yours.
While this is planned, I am open to suggestions to change the mechanics, given it can be implemented. You can always join us on discord to help us decide such choices!
Hmm, interesting. Will the Ship return to warehouse ever?
Yes, Once a unit leaves land through docks, he takes a ship from the warehouse and once he returns to any dock, the ship returns to the warehouse. Only case when the ship isnt returned is if he lands on a beach where there is no docks. Then the ship waits there until some one picks it up and sails again, or ship slowly degrades and gets destroyed.

Imp 1 is far better than Imp 2, by the way.
I dont know. I had fun with both but I remember more of imp2, if that's a way to gauge.
