Mask of madness Conversion

Can someone explain it to me, I don't understand. Especially the 10% part

If you have 1000 HP, it will deal 100 damage to you, every tick.

Because you took 100 damage, it will give you an additional 1% to whatever stat is chosen.

So you get 1%-2% base bonus, plus 1% more.

Lastly, it actually gives you x0.02 despite saying x0.01, so you get 2% more. \o/
