So I disagree. This one at least isn't overtuned. But it's certainly a late game achievement. It requires less effort than the 1 HP warlock or 66000 kill in the 1st area.
EDIT: For players like myself who accumulated almost all of their playtime way before Artifacts existed or Uncommons could be collected, this may make some late-game achievements appear oddly out of place relative to others, but I think it's significant to note that a brand new player would be accumulating both of those and many Torment shards that should make a dramatic, positive difference.
The relatively easy to acquire Hastening Sands Artifact gives a full 20% movement speed increase to everybody.
On the other hand, I was wrong about Artifacts in general increasing player speed - checked now, and only enemy speed is increased by 2% per artifact.
U need the lvl 5 archer dedication wich gives 1m/s 20% movement speed. U have to be lvl 60 for this.

U double the 0,5 base movement on archer and memory all the movment speed. I was even lucky i got the green hood. First try.
