you can increase Frost Chance further by using
Beast Huntress - Proficient Stance - Blizzard I-IV = 100%
Sage - Proficient Stance - Elements I-IV = 100% (only if Hail Storm picked first)
Hailstorm
Updraft (III, VI, X) for Base Frost Chance <- you might want to double those
> Cold for Frost Chance
Vortex Upgrade
Dont know if the Ghost Wall on Forgotten Viaduct still works for this,
but you can do it easy on Haunted Caverns Agony or Embert Grounds Agony due Enemy Density.
There was no secret ingredient to it,

From what I can tell, it no longer works. I wasn't seeing any damage numbers popping up on the Ghost Wall.
derp, i only looked at the quest when I had already used hailstorm so the "must be done in one run" line was overwritten by the amount in the past run.
Did this come in that update that disabled the damage numbers for the Ghost Wall, because I swear this is the first time I've heard about this one. Might explain some of the trouble I had when doing some of the newer achievements for the 1st time.

First off, try to go for as much attack speed and movement speed as possible, so your Hail charges up faster. Also try to maximize your Area stat so the Hail hits more enemies.
When upgrading the spell, try to always go for the Frost chance, and use the double potion when you reach the IX and X upgrade, so you get 4x the bonus.
You can also take the Mark of the Beast Huntress, since it has a Proficient Stance upgrade that gives you additional Frost chance as well.
For other stats, try not to get too much damage and instead go for tankiness or else most enemies will die before you can hit them with Hailstorm. I used the Norseman for this quest because he naturally has lots of HP and HP regeneration.
Lastly, I was able to complete this quest in the first level on Agony mode. I completed the quest when there were 4-5 minutes remaining. There are so many enemies in this level and they're fairly simple so it's not too hard to survive.
This is the way.
Hailstorm (Vortex Upgrade) applies frost at set distances. (and you are using the vortex upgrade right? of course you are!). You move faster, you apply more.
They do. It's just that they now only have 10k HP each (and 99.9% damage resist). So they aren't worth it for the effort needed to kill them. (They used to have 1M HP and 90% resist)
Also, this is an application quest, not damage. Ghost wall is still fine to use for things like this.
Yes. This update. They still take damage, it just no longer shows (regardless of your local settings).
