Don't blame the game for looking up the solution, that's on you.
Like in Pokemon to evolve Inkay it needs to be level 30 and then leveled up while the game system is held upside-down. You would never find that on your own.

every other quest until this one was straight forward, the quest is vague and dumb and halts progress in a game where literally everything else is meaningless numbers going up. In hindsight yes maybe I could have figured it out, but I am not playing this game to think my bro
