How do traits work when leveling up?

I'm pretty confused. Some traits seem to spawn only at certain tiers (I call tier to the labels I, II, III, IV etc) and if you don't get them at that tier you can never get them again. Fire Strike for example and the Flow trait: you seem to only be able to get it at tier 3, 6 and 10. I have never seen the trait spawned outside these tiers.
Moreover, if you get another trait at e.g. tier 3, then you never see the Flow trait until tier 6 (so basically you lost an upgrade).

you can press the expand button on the ability traits to see exactly when you can get them. also they are lvl capped, you can only get 1 ability level every 8 levels.

first of all you have certain char lvl requierements, to be able to see a specific Trait LVL.

For Radiant Aura, Flame Strike and Frost Avalanche I wrote the avaible Traits per Tier under the Trait-List, since they are new and have name changes.

No,
you can recieve Tier III NOT before lvl 24, but you can pick it up at lvl 50 and will be offered with Tier IV immediatly.
Those are only minimal requierements.

ok ok I see. So basically to minmax I need to use the memory potions at key points.

btw, any advice on farming flasks in the beta, since the drop rate has been reduced?

I would say stick to the basics.
Farm map 1 non agony, rush to the far off ability scroll, hope this mob drops a chest.
If not and you still miss equipment, kill the first boss and reroll for an item you miss.
Rertieve and quit out.
