It varies from weapon to weapon and ability to ability. It usually has something to do with pierce, knockback, and/or duration. To know exactly what it does, you need to look at the weapon's/ability's stats.

So it can be either really good or really bad, it just depends on the attack.

If you go through the various stats on the stats screens, including the abilities screen, you'll see some of the stats have "(Area)" or some such when it's not obvious that something would scale to a stat that it does in fact scale to. Likewise, you'll see "(Force)" on some things. It means the same. Those things scale to Force.

"Force" was created because Piercing and Duration used to be player stat upgrades, and some weapons also had Knockback but that wasn't a player stat.
The feedback was, and I believe this was before Potions at all (no rerolls, no banishes), that for most characters and weapons it SUCKED constantly having useless upgrades clogging your options. So Force got created as a catch-all for Piercing, Duration, and Knockback. Force is almost always, if not always, 1 of those 3 attributes when a weapon can benefit from Force.
This makes it much more palpable as an upgrade stat, BUT it made tooltips a bit of a mess.
However, the dev has also taken feedback on tooltips and tooltips ARE very good now, though they may require you to navigate to a specific weapon to see if and what Force does for it.

Trust me when I say this is still better than having to individually banish Piercing and Duration every game if those stats yet existed...

Most common examples:
--- increases Summon Golem Roll Duration
--- increases Knockback

Piercing
--- increases Number of Targets a Projectile can hit in a Row, before breaking.
Damage Mod per Hit
--- reduces Damage Reduction Value for every Target Hit per Projectile
Damage Reduction per Second
--- reduces the Damage Loss per Second of Lifetime for Projectiles
Max. Duration
--- increases Lifetime for Projectiles, Summons

There are exception where force does ♥♥♥♥ all, like on Norseman.

Norseman is the most notable because it has something that claims to scale to force only to have a base force of 0. There are indeed things that don't benefit from it.

Like the above post states: Force affects how many targets her chain lightning can spread to. It's one of her most important stats.
