first, you should make a backup of your save file:
Steam Main Install Folder >
userdata >
"your Steam ID " >
2218750 (HoT Save Folder)
Inside you find a folder named "remote" and "remotecache.vdf".
Make sure to copy both somewhere you can find it in case.
Now it depends:
Is your Cloud Save older or your local Save in 2218750?
If you made the backup, just start HoT while using the Cloud Save.
When nothing is lost in terms of progression and everything is fine,
exit the game normaly and the up to date Cloud Save will be synchronized to your hard drive.
If the cloud save killed some progress, exit HoT, restore the backup progress,
start HoT and this time tell Steam to use the hard drive save file.
Check ingame if everything is as it should be and exit HoT.
Now Steam should synchronize the Cloud Save with your HD Save and everything is back in line.
Always consider Steam is sometimes doing "Steam Things".
Hope this helps,
Cheers!

If there is a sync issue, it's most likely related to some steam issue, sometimes it can also be a device thing. But as this happens outside of the game there is nothing we can do.
