there are multiple ways to do this and you can also pick multiple chars,
but here is my suggestion.
To keep it basic, since I dont know how many potions you have and what equipment,
I just give basic stuff.
Cleric
Weapon Proficiency - Purification I-IV
Proficient Stance - Protection I-IV
Dedication - Passible I-IV
Since you are asking for the 1.5mil, I assume you have the 750k one...
Arcane Splinters
I Charging
II Piercing
III Power -> Pick Ability Scroll afterwards for Upgrade: Arcane Shivers
IV Piercing
V Charging
VI Piercing
VII Charging
VIII Piercing
XI Power
X Piercing
Equipment
Mask of Madness > Wind Crown > War Horns
Blood Catcher > Maiden's Tear > Jade Amulet
Wooden Ring + Iron Ring
Blood-Soaked Shirt > Defiant Plate
Pace Setter
Hunting Gloves > Quickhand Gloves
Deactivate your Main Weapon as often as possible, to let Arcane Splinters do the magic.
It is possible on any Stage.

Anyway...
Ulyoath's build will get the job done. I think Focus is way better than charging myself though. Exterminator is also great for the +area%.

I decided to go for Charging, since it was Haunted Caverns Normal.
More Focus would mean more Overkill without any use, so I thought a carpent might suit better.
My reasoning was; more range = kill stuff sooner = faster to spawn new enemies = more stuff to kill = more total damage. That and i really don't like losing projectile size.
There are a lot more factors that go into though, so it's hard for me to sure that's true.
Do you have any potions at hand?
Sorceress could help as well with her naturall increase in Multistrike
Warlock for Force, which increase the lifetime of Splinters and reduce their dmg loss ovber time.
Swordsman gives flat damage.
Archer Base Crit Chance
Shieldmaiden Crit Bonus
Beasthuntress Flat Damage as well.
What is your current average char level you reach during a run? This could ease the choice of the char.
Which map did you trieded? - Ember Grounds Normal could be better, depending on your progress state.
