They cannot be retrieved in any legal way.
Also not through cdlc, they made a deal with Ubisoft to stay away from those to keep making cdlc. If you had bought the program or songs before the delisting they will still work though.
You might go search the internet, like on Amazon you can perhaps still find an older version for higher prices from scalpers. Just make sure it contains an unused key. It's on you if you want to pay their price.
Due to popular demand and/or a bright idea from someone at Ubisoft, they were able to bring the program back when removing the delisted songs in game. Added some of their own, and even one never been on pc, and you're able to buy the remaining official dlc that also will disappear after their 10 year license from publication.
Recently we had a historical low price sale with 90% and a 50% discount. There haven't been any sales in years before these, so maybe they will return, but most likely not on the ones that will expire shortly.
